Photoshop image database plugin

Hello !

I'd like to create a kind of built in library plugin to quickly access a local or remote image database.

Something roughly like what ShutterStock does here :

Should I turn to plugin/extension dev in C++  (and if yes, which "kind" of plugin would it be) or can a more basic Javascript tool have similar results ?
