Photoshop is completely just not opening

I recently got photoshop lately, and couldn't use it because it said that I only had one single scratch disk, and that disk was full, so there was nothing I could do. So, I uninstalled it and installed it again and now its completely not opening and not responding whatsoever. No error notifications of anything. I click it and nothing happens. Please help!

I am assuming you are talking about latest and greatest Photoshop. Have you read system requirements?
