Photoshop is not opening after Windows update

Does anyone have this issue? 

 

After Visual studio got update Photoshop is not opening, I am getting the following message: 

 

The code execution cannot proceed because CONCRT140.dll was not found. Reinstalling program may fix this problem. 

 

I reinstall Photoshop but this did not solve the problem. 

 

Does anyone esle have this issue?

I reinstall Photoshop and then Visual C++ to the latest version
