Photoshop is not Opening

I can not open Photoshop and it is not allowing me to update it to the most recent update, it is not even allowing me to uninstall it, what do I do?

Sorry that you cannot open Photoshop after the recent update.

Which exact version of Photoshop have you installed and what is your computer's OS? 

Since you're unable to uninstall this version, we'd recommend that you use the Creative Cloud Cleaner tool to remove Photoshop and then reinstall the latest version 22.4.1. See: https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
