Photoshop keeps crashing every time I try to save my photo

I am just trying to do basic resizing of photos and every time I save as the file it will not let me save and it freezes photoshop. I was working in 2019 then I updated photoshop to 2021 and it is still doing it. Can you please help me? This is so frustrating.

What have you done for all-purpose trouble-shooting so far? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
