My Photoshop was working just fine yesterday. But unfortunately I woke up today to a row of issues. I couldn't access any of my files without a crash resulting in many frustrations. Fast forward to now, where I am past 30+ guides on how to solve the issue to no avail... I tried re-installing the app, didn't work. Restarting my laptop did not help either. I cannot access my preferences tab to reset them as an error tells me I can't even do a task simple as that. I deep cleaned the files resulting in loss of many of my past works and ran the app again. Just as I thought everything was back to normal so I can get back to work, the second I wanted to add a layer to really anything I had the same crash report. Creative Cloud says the app is updated to the latest version. I am sure I have all the minimum requirements to run the app with no problems as it was working just fine yesterday evening. I have a Windows 10 packard bell. I hope this issue can be resolved because at this point, even though I enjoy what Photoshop has to offer, I am unable to do anything with this program right now.
There seems to be a number of issues with the 22.3 update. Revert to 22.2. Open the CC desktop app, uninstall and then reinstall. When reinstalling, click the three dots to get "other versions", and choose 22.2.
Oh, and uncheck automatic updates. That's what happened here.

Many thanks for the solution. I too jumped through so many hoops when the latest Photoshop version kept rebooting my system at every little turn. Now I get to go back and reset my preferences to where they originally were.
