I can see that it would be very frustrating! What version of Photoshop are you working with? And what platform and operating system are you on? Did this just start happening, or have you just recently upgraded?

I'm on Adobe Photoshop 22.3.
I'm on Windows PC and It started when I first installed photoshop which would be version 22.3.
I have tried resetting preferences as well as resetting tools.
Have you tried doing a complete uninstall, restart and reinstalling of Photoshop?
same thing happening to me. I had to downgrade to use the tool. I reset the tool; I reset all tools; I uinstalled and reinstalled -- all to no avail.
Still happening in version 22.3.1 . I've reinstalled; reset tools and prefs (Windows 10). Had to install version 21.2.7 - which works.
Thats good to know which version it works on at least, for now I'm just dealing with it with additive selection.
I contacted Adobe Support and they have no idea how to fix it either, they told me they let the engineering team know so I guess all we can do is wait and hope now.
I HAVE FOUND THE ISSUE.
On my end at least, it seems to be a windows ink issue. I use a wacom that doesn't have pen pressure sensitivity if Windows Ink is on, so I disabled Windows Ink with a PSUserConfig file.
The Config file contains:
# Use WinTab
And this is saved to: C:\Users\[User Name]\AppData\Roaming\Adobe\Photoshop Version\Photoshop version Settings.
If I delete this file, this lasso pan bug is fixed. However it is at the cost of losing pen pressure.
Thanks for the Info! Interestingly, mine is directly opposite -- I do not use a pen/stylus. And when I add that file it fixes the pan bug. If I delete it, the problem returns.
