Photoshop libraries: Says I need to sign in, but I'm already signed in.

Running an iMac Retina 5K 27" 2019 on Mojave 10.14.6, using Photoshop 22.0.0 (Ps) and trying to access my Libraries.

Signed into the Creative Cloud but Ps tells me on the "Libraries" tab "To use Creative Cloud Libraries please sign in to Creative Cloud" The cloud icon at the bottom left tells me "Signed out of Creative Cloud", but as already stated I am signed in.

 

I have run through the following guides. https://helpx.adobe.com/creative-cloud/kb/libraries-panel-not-working.html, https://helpx.adobe.com/uk/creative-cloud/kb/creative-cloud-libraries-panel-doesn-t-load-in-desktop-... and removed the opm.db file.  On each and every occasion the problem remained.  I have also tried running my Ps 21.2.4 version but have the exact same problem.

 

How do I resolve this problem? 

From what I can see I am not the only person that gets this problem but having tried all of the "fixes" I am still stuck with the issue. Adobe, please provide a solution.  I am paying for a service that I cannot operate.  The issue clearly affects others also so I am assuming that it is an application error within your control.

Could you please get the logs via Adobe Log Collector?
https://helpx.adobe.com/creative-cloud/kb/cc-log-collector.html
And send us the Logs ID? 
Does it affect all the applications? Or just Ps? Could you please try to kill CCLibrary process in Activity Monitor / Task Manager?
