Photoshop Lighting Effect filter

i posted this yesterday, received response, but thread has been deleted. 

I'm using the Lighting Effect filter in PS, and it allows me (sometimes) to add a lighting effect and allows me (sometimes) to edit same, but 95% of time I have to close out and try again, and again, and again.

So it does not "freeze" PS, but when i resize the light/use sliders/etc, nothing happens/changes not applied.  It is not "if" it will happen, it is "when". 

Note.  Legacy feature no longer available.  Below are my specs:
