aside from personal trial and error, obvious byproduct of DIY learning by doing, what would you recommend as most effective tools to expedite newcomer’s time spent purely learning as opposed to actually reaping real benefits and experiences it’s effectiveness and utility.

IMO the most important aspect when it comes to learning a complex system like Photoshop, is that you need to enjoy the process.  That means using it to do things that you personally enjoy, and learning the tools that will help you to stay with it.  It can be a case of 'use it or lose it', so don't start off trying to get your head around complicated tools that you might not use again for ages.  Learn the tools and features that you will use every day, and enjoy do so.

So how do you think Photoshop will be most useful to use from the outset?  If it is to make the best of your photographs, then perhaps concentrate on Camera RAW.  Especially if your camera or phone stores its images as RAW files.  Camera RAW is like a one stop filter and plugin that can do 95% of your image processing even before the image is open in Photoshop's main workspace.

Great advice from Trevor.
You might also want to look at the online courses from Linkedin Learning, or consider taking a course.
I find setting myself a project, then finding out how to achieve it is a great way to find my way around any application.
