Photoshop Not Launching

Hey for some reason Photoshop does not launch. Like once in every 50 tries, it works. I have also tried checking task manager and the process IS there, but the launching screen does not show. I have so far tried ending the process and relaunching, uninstalling, and re-installing. Help would be appreciated.

Have you tried resetting photoshop preferences settings?

No, I don't know how to do that without being the app.

To be sure I will reload Photoshop. Uninstall and clear the prerefernces. reinstall. If this doesn ot help check with Customer Care: http://helpx.adobe.com/contact.html  They can login to your system.

I don't know how to reset preferences without being in the app and launching while holding alt, shift, control, does not work either.

Ok so I just uninstalled it, re-installed it and it didn't work. And then I restarted my computer 5-10 times and it finally worked. Not a solution but a hack so I can get my work done.
