photoshop not loading

I just updated to the latest photoshop and it tells me when booting up that the api-ms-wincoe-library loader is misssing. I tried uninstalling it and installing like it says only to have the same result.

I just love updates!

Any help would be appreciatted, thanks

What exact version of Photoshop and operating system are you using, the error you're getting looks like the issue with Photoshop version 21.2.4 on Windows 7, more info
