What have you done for trouble-shooting so far? 

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

No, Actually it stops responding on the splash screen, had to end the process using Task Manager, It started after I updated the PS and my drivers are all up to date.

Is this due to Scratch Disk? Becoz I've set to D: drive which is not system drive

Ideally the Scratch Disk should not be the System drive anyway. 

Have you tried restoring Preferences yet (for both applications)?
