photoshop only opens in background process

I'm unsure if anyone's had this issue, but my photoshop isn't opening. for some reason it's running under background processes. every time i try to open it, another photoshop pops up under background processes.

 

things I've tried

  • creating new admin account and opening it there

  • deleting and uninstalling both creative cloud and photoshop

  • updating to the latest version

  • using an earlier version

  • Updating graphics card

Photoshop version is currently the latest

I'm at wits end, I need this for a project but I just don't know what to do.

Impossible to say. You have not offered any system information or other proper technical details. If it only opens as a BG progess. chances are you have a specific network configuration or some security restrictions, but who's to know? You need to do a better job of actually giving people soemthing useful to work with.
