Photoshop only opens M1 native version from Lightroom Classic.

I posted earlier today about Photshop failing to open RAW files when opening from Lightroom Classic.

I found another issue that may or may not be related.  It appears that when selecting "edit in Photoshop" in Lightroom Classic, the Photoshop that opens up is the M1 native version of Photoshop.  Even if I have "Open using Rosetta" checked in the apps "Get Info" dialog.

I know that the M1 version is what is opening because my legacy extensions are missing.  The legacy extensions are there when I open Photoshop from the dock, which tells me that it opened the Intel version using Rosetta.

Even I am facing the same issue and there is no resolution in sight. Tried all permutations and combinations in preferences panel of both PS and LR. I have Macbook Pro M1, macOS 11.2.3, Photoshop 22.3.0, Lightroom Classic 10.1.1.
