Photoshop opens but spins and does not respond for 20+ minutes

MacBook Pro (13-inch, M1, 2020)

Photoshop 22.3.1

It gets past the loading splash screen but then spins and spins. I've disabled the welcome screen or whatever it's called. It also randomly gave me this error pop-up once it finally responded. I'm assuming this was from over an hour ago when I was trying to copy paste from Illustrator into Photoshop.
