On Adobe’s US site the price for Photoshop alone is $20,99/month
and the Photography Plan (PS, Lightroom and Lightroom Classic) is $9.99.
The difference, that you can see when you look at the details,
is that PS includes 100 GB of cloud storage and the Photography plan
only has 20 GB. That might explain the price difference.
However, in the Photography Plan, there is an option
for having 1 TB! of cloud storage for $19,99/month!
So if you’re only interested in Photoshop the Photography Plan is the way to go.
But the pricing for PS alone is kind of strange …

It is a strange and seemingly inconsistent pricing policy. The explanation is simply that the photography plan is a special case, a special deal - probably because it targets a very large customer base that is otherwise easily lost to piracy. Just a theory, don't know if that's the reasoning behind it.

Adobe charges on average $20 for individual products eg Ae, Id, etc. There are expetions of course. So they have to be consistent with pricing.
However, the photography plan is a different program. If Ps is all you need, this is a winner.
Re cloud storage, this is dpeendent on personal need. You need to decide how important this is to you.
