Photoshop recognizing touch inputs

Hello,

Currently having a weird issue when trying to draw in Photoshop. It seems to be wanting to recognize touch inputs in a way it did not use to. I normally draw on my laptop in tablet mode, where I would draw with a pen and move the canvas around with gesture touches. But now when I go to move the canvas, it leaves small drawing marks and usually doesn't move the canvas. If the canvas does move, it is stilted and inconsistent. I still can not fully draw with my finger, only leave the small marks. The pen still works, but also inconsistently. I have turned on and off "allow gestures", uninstalled and reinstalled photoshop, and adjusted settings in windows to not recognize finger inputs when using a pen. Is there anything else I can do to fix this?
