Photoshop refuses to open any files, shows an unhelpful error message when attempting to close.

I have been completely unable to use photoshop today.

Attempts to open a file by any means results in absolutely nothing happening. No error message, no activity, just remains on the splash screen.

When I try to close it, it create an error dialog that says "Could not complete your request because of a program error.", again, nothing helpful. dismissing the error message does not close the application, and I have to open task manager to actually get it to close

what I have tried:
* Force closing all adobe processes, then starting them back up
* Updating to the newest version of all applications and restarting

Is the actual error log hiding somewhere? Or is this just par for the course with Adobe?
