I migrated from my old Macbook 2012 to a iMac 2017 with Catalina. After I downloaded the files from the iCloud I tried to open some files from Photoshop and I wasn't able to save. Always appears the same message: "Could not save “file.psd” because of a program error."

I can't duplicate nor Save As nothing. I needed to create a brand new file and redraw everything.
I don't know exactly what to do

Apparently disabling layers before saving is the only way. Downgrading Camera raw also seems to fix some issues.

Camera Raw plug-in installer (adobe.com)

1st download uninstall an download again.

You want the photomoto shop.
Then hit in your settings menu "refresh".
An that should work. If not talk to someone who actually works for Adobe.

Thanx. Chrisco.
