How much free space exactly do you have for the scratch disk, what version of Photoshop and operating system are you using

"Scratch disk" is not a setting. It's actual, physical disk space, and you need a lot of it for Photoshop to operate normally.

When you get that message, you are normally so low on disk space that your whole machine can freeze up at any moment. You need to free up disk space ASAP.
