Photoshop so slow, brand new fast mac.

I just upgraded to a new Mac Mini, 3.2ghz with 32gb ram and i'm still experiencing the same extreme slowness with simple dragging layers around that i had on my 2013 macbook (which was part of the reason for the upgrade). 

 

Same issue when using / not using artboards. There's also a delay when releasing a 3 finger drag on trackpad, which usually means the layer ends up not where you intended. It's infuriating..

 

I've reset preferences, it's all default settings. Surely it shouldn't be like this?
