Photoshop stopped working

I cannot access Photoshop anymore. Yesterday I was working on it and it stopped all of a sudden. If I try to load Photoshop I get the message that:

api-ms-win-core-libraryloader-l1-2-0.dll is no longer present in the computer.

I had not updated anytrhing (manually nor automatically) ... the program stopped and that is it ... Does anyone have an answer for it ???

P.S.: Adobe Photoshop bills are paid automatically by bank so it is not a matter of this.
