Photoshop Toolbox top part is not visible on my screen, I can not drag it or use the select tool

Hey guys,

Toolbox of Adobe Photoshop is so high on my screen that i can not reach/see the top of the toolbox to drag it or reach the select tool, the top of the toolbox is not visible on my screen. I tried reseting the mac, show no show tools, restarting photoshop it does not work 

Could you help me?
