Photoshop Transform Issue

I am working in Photoshop 2021. Randomly my transform reverted back to the old way (where you have to press shift to maintain proportions) and I would like to switch it back. I looked in my preferences to see if the 'Use Legacy' was checked, and it was not. I can't seem to find any helpful information on what I might have done wrong and how to switch it back to proportional scaling without holding shift.
