Photoshop v.21.2 crashes when trying to open a file

When I try to open Photoshop 21.2, it throws up a message that says, "Eve 2 layout parsing error."  Then it says, "An unrecoverable problem has occurred.  Photoshop will now exit."  I've had to use a 2019 version of Photoshop.

I'm not trying to open an image.  I'm simply trying to start Photoshop 21.2.  It crashes.  There's a bug, and it needs to be fixed.
