Photoshop v21 work-space issue panels and tools are missing.

Having issues with the latest version of photoshop v 21.

The menu bar is missing and the page looks incomplete.

My hp laptop uses inbuilt radeon graphics card,the drivers of which are up to date.

The previous version of photoshop is working fine.

Please help in fixing the issue if possible.

That does not sound right, let's fix it!

Could you please try resetting the preferences of Photoshop and let us know if it helps?

Note: Make sure that you back up all your custom presets, brushes and actions before restoring Photoshop's preferences. Migrate presets, actions, and settings

The menu bar itself is missing,rather blocked.Although if I bring the cursor on top and click it the menu drop down box appears....a hit or miss sort of thing. By this procedure I could find the edit menu and tried changing the preferences...but nothing happened.The problem remains.I changed the preferences to default and clicked ok.I tried several times but the screen remains the same.
