Photoshop will not let me draw

Hello, whenever I try to draw no marks on the canvas will appear. I have made sure that I have:

No marquee areas I forget about,

That my opacity isn't to low, or the same color as my canvas,

I have reset my tools,

my photoshop is update to date so is my windows, 

I have a Wacom Intuos S 2018 version if that means anything,

made sure the brush mode is normal,

 

that covers everything that I can think of aside from resetting preferences, but I don't want to keep resetting preferences every time this happens. Any help would be greatly appreciated, as this issue is very annoying.

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible? 

Does this also affect working with the mouse?

Yes it also affects the mouse to, the mouse wouldn't work either.

Does this happen often and resetting your preferences fix the problem.  If this is so you need to find out what you do or use that is corrupting your preferences,

Have you tried turning off Legacy Compositing in the Performance section of the Photoshop Preferences?
