Photoshop won't load; latest update

My photoshop won't load. I thought it was my laptop since I hadn't updated yet so I updated to macOS Catalina 10.15.4 and the problem still persists. I'm pretty sure I have the most updated Photoshop it's version 21.2. I've tried uninstalled and reinstalling everything and I just don't understand what's wrong. I have no issues with downloading the application; it all downloads fine but when I try to launch the application, even after hours, nothing loads. It's technically not a crash since I get no error message however nothing appears. That goes for all my adobe applications.

(I have the latest update for everything at this point)

Photoshop or InDesign? Your screen capture is showing the later.

Try trashing your Photoshop preferences. Press and hold Option+Command+Shift  immediately after launching Photoshop. You will be prompted to delete the current settings.

(Mac OS only) Open the Preferences folder in the Library folder, and drag the Adobe Photoshop CS Settings folder to the Trash.

Actually all of my adobe apps aren't working, but I mainly just need my Photoshop since I have an assignment due. That was just to point out that I checked with my other adobe apps and turns out they are not working either. I already spoke to a live chat of which they did not know what to do either. I had already tried to delete current settings and relaunch, they also had me do it on another wifi, and it still did not work.

If none work, it's an issue with Creative Cloud. Meaning you might need to log out and back in, download the CC application again, etc. Have you tried a restart?
