Photoshop won't open, Help!

So this is a recent problem going back about 4 months now.  At least two or three times a week, Photoshop for some reason, simply won't open.  My mouse spins like it's waiting to open and then nothing happens.  I don't receive an error code or anything either.  If I click the icon again it does the same thing.  When I check my task manager I will have multiple versions of Photoshop "running" but nothing is showing up on my desktop.  The only solution is a full uninstall and reinstall (via the Creative Cloud Cleaner) which takes about 30 minutes, which as you can imagine is really really frustrating. I also have Lightroom and Adobe Acrobat Pro and neither of them has this issue.  It has pretty much made Photoshop unreliable and unusable which sucks because I really need it to work.  Has anyone else had this issue???  Any help would be greatly appreciated.

Hi you need to install latest version of all applications and creative cloud desktop too....regards

I just re installed everything and it did it again.  I click on the program, it spins for a second and then absolutly nothing.
