Photoshop won't start - system error - code execution cannot proceed

Windows 10, Photoshop 22.01.

It throws up the following errors when I launch, then refuses to start. PC reboot doesn't solve it, but if reinstall it works once then brings up the same errors the 2nd time.

I've followed the advice of updating all the MS Runtime libraries but that hasn't helped.

Have you checked out the known issues? https://helpx.adobe.com/photoshop/kb/known-issues.html#ps-desktop 

Does your machine meet the new Phptoshop requirements. Is you GPU supported?  Are all your Device divers up to date?
