Photoshop for iPad is not the full version of Photoshop. It's still in its infancy. When you subscribe to PS for desktop, it includes the iPad version. Nancy's link includes which iPads are supported.

If you are on the CC plan, you do get it as an extra. But look at what you do, whether it's art, design or photography and search out reviews and look for user groups that focus on those subjects.
