Pincel recuperação mancha

Ao passar o pincel de recuperação de mancha, o mesmo não realiza o efeito. É preciso apertar a ferramenta  mover para ele terminar o efeito. Alguém pode me dizer como proceder com esse problema?

No sure if the auto-translation’s »tighten« makes perfect sense but as far as I understand the Tool is supposed to apply once the Tool has been released or lifted.

This is exactly the problem. When lifting or releasing the brush, it does not end the effect. I've reinstalled ps, I've formatted my computer and nothing.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible? 

What are the Blend Modes? 

Have you reset the Tool itself yet?
