Pop up window when opening photoshop

Everytime I open photoshop or Illustrator I get a pop up windo that has a spinning loading bar and then dissapears after 10 seconds or so and comes back. Unable to do anything in the aplications. Attached is the screenshot of the pop up window. Any ideas?
