Post-install - Windows still uses previous version

The newest install of Photoshop didn't "let" Windows know. The install didn't delete the previous version.   So, when I right click on a file to select "Open with" Photoshop, the previous version launches.

I was able to update the task bar shortcut, but even when I went to the folder of the new version from "Open with" and selected the newer version, the previous version still opens.

Any ideas with this?
