This varies by product and version #

Dreameaver on Windows:

1. Go to Edit > Preferences, Sync Settings tab.

2. Enable Automatic Sync to the Cloud.

3. After installing the upgrade version, go to Preferences, Sync Settings.

4. Disable Automatic Sync.

5. Enable Import Synced Settings from the Cloud.  Apply.

6. Restart Dreamweaver.

DW Workspaces are stored in C:\Users\[yourname]\App Data\Roaming\ Adobe\Dreamweaver [version]\[language]\Configuration\Workspaces.
