Pressure-sensitive Brush opacity behaving weird

So while I was working on a project my brush opacity suddenly began behaving weird. No matter what brush style I use, if I set it to have opacity linked with pen pressure the brush stroke makes random pixels opaque. The result looks very grainy. The brushes behave fine when I take the pen sensitivity off.

When I have run into this issue before, restarting photoshop has usually fixed it. This time that didn't work. I have restarted photoshop, reset my brushes to default, I have restarted my computer, updated my driver, and am now updating my laptop. I haven't seen other people talk about this issue before, so I am very confused on what is going on. Please help!
