problem opening Photoshop

I updated Photoshop and to my surprise it opens like this can you help me i uninstalled and re-installed three times

If you tried to post a screen shot, it did not come through. Click the Insert Picture button (the mountain and sun) in the toolbar. The first troubleshooting step is to reset Preferences. Details here:

What are the Photoshop and OS versions? (And please don’t post stuff like »latest version«.)

Does turning on (or off, depending on the current settings) Photoshop > Preferences > Performance > Legacy Compositing and restarting Photoshop have any bearing on the issue? 

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
