Problems with Eyedropper and brush tools

I have posted about this previously but never found a solution. Sometimes when I use the eydropper tool it doesn't select the correct colour I'm actually hovering over. Then, when I use the brush tool, it will often make a series of random strokes that I didn't make. I have attached a video. All the lines made are just from clicking the mouse and not moving it.

 

I'm really confused as to why this happens and how to fix it. Sometimes restarting photoshop stops it but it's very annoying.

Hi

What exact version of Photoshop do you have, are you using a mouse or graphics tablet, have you tried resetting the Tools

If that doesn't help try a preference reset, you should backup any custom settings you have beforehand

Hi, I am currently using Photoshop 2020, however until recently I was using 2018 in which I had the same issue. I did a complete reinstall to try and fix it.

 

Usually I am using a graphics tablet however in the example I used a mouse. It still happens on my other monitor as well so the problem is related to photoshop rather than the hardware. I tried resetting my tools as suggested but it hasn't changed anything unfortunately.
