Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

Can you provide the image itself?

A few ideas jump to mind…

  1. Check if your graphics card has updates for the driver.
  2. Reset the Photoshop Preferences.
  3. The Adobe Creative Cloud app allows for multiple versions of Photoshop to be simultaneously installed. Trying another version should help determine if the problem lies with Photoshop, your Operating System or something else.

tried a previous version of Photoshop. works fine with no problems at all, I guess it is something to do with the latest version which seems to have problems with my graphics card. the image here just shows one example of many problems with the latest version of photoshop.
