I am using Adobe creative cloud
1) I open https://account.adobe com -OK
2) Shows Photography plan (20GB) -OK
3) clicked on "access your apps and services"
4) Shows "Installed" PS Photoshop (up to date) ==> CLICKED OPEN
5) The traditinal PS screen comes up OK
6) Click on "File New" , I want a new blank canvas, there is a template come up titled CUSTOM 5x7@300ppi
7) clicked on that template and (Welcome to Photoshop, Bob) appears with the following msg in a white box:
8) "Adobe Photoshop, (RED X) Could not complete your request because of a program error."
9) WHAT AM I DOING WRONG???

You have posted your question to some other persons question when you should have started your own comversation by using the Post to Community button in the Upper Right Hand Side of the forum for the Adobe program you are using.
Now the original poster had their question move to possibly the wrong forum.

Can you try the steps under "Program Error Opening Files" in troubleshooting that issue in page linked below, including the first step "Update to v22.0.1" (it also applies to creating new files).

If the update does not appear in the CC app, go to help>check for updates.
