Program error while opening or creating new document after Photoshop 22.1 update

Since this update, I haven't been able to open or create new documents after update 22.1. It will open only existing files on my folder but won't open the window to open files or create new files. When I start up the program it is all in black. I have already uninstalled and reinstalled photoshop. I am unable to do my work because of this. Is there anyway to fix this problem?

Sorry to hear that you cannot create or open files in Photoshop 2021 v 22.1.

This is a known issue with Photoshop version 22.x and our engineers are working towards a fix.
