I'm having software issues today. I cannot just open a new file and type in the dimensions for my document. It is happening in PS and AI. Any ideas?
Also, I used to be able to use the arrow tool and just select multiple things at once to resize. It no longer does this. What is happening???

Try resetting your Photoshop Tools and Preferences. I know nothing about AI. I do not install it. If you just install PS 2021 make sure your GPU meets PS 2021 requirements and you have the latest device driver available for it installed.

It is literally a brand new computer as of December 28, 2020. I would imagine it meets what PS2021 needs? How do I check that I guess?
Also, I have creative suite, does that change anything? It is updated as well

Does your brand new Mac have an M1 chip? If so, read this help file and use the Beta for M1 until Adobe works out a fix for the new chip.

Apple installs updates for the graphics card with software updates.
