PS v 21.2.4 Not Opening

Program is suddenly not opening this morning and tells me it is missing library files. I have uninstalled and reinstalled with a restart of the computer and still no luck. Perfect timing - of course - while I am working on a large project.

Error message states the following file is missing 

api-ms-win-core-libraryloader-l1-2-0.dll
