PS Version 22.1.1 - Is there an option for live preview that needs to be turned on somewhere??

Ok, so I'm using version 22.1.1 and the transform tool (including CMD+T). When scaling or rotating an image or path, the live preview isn't showing. I've provided a very brief video clip to highlight the issue I'm having. 

I'm assuming that there's some secret option to turn this on??

It seems you are rotating text on path. For tat job you can use  Path Selection tool https://youtu.be/sM83LPysPqk?t=158
