PSD too big to export (changes dimensions or crops workspace)

I have a project that is 16692 x 24611 at 356 ppi for print that I want to export but photoshop crops it in the process of exporting as JPEG or simplyscales it down to 3376  ×  4977 which is too small to print. What do I have to do to make it export the project in the right dimensions? Thank you for your help!

Have you tried Save As? 

Why jpg anyway and not tif for example?

I don't know why, but they only accept jpg and pdf...

Export is for web/screen/mobile devices, IOW small files.

For print, Save As.
