Question for an Adobe engineer

I want to make a question to Adobe. 

I live in Italy, ok, I'm Italian, but why I bound to use PS in Italian?? Lightroom allows me to choice between English and Italian. 

For what kind of reason, Photoshop not? I have to delete "tw10428_Photoshop_it_IT" from my disk everytime. At every update. This is frustating. Considering also that my shourcuts don't work until I don't erase that file and restart PS.

What version of Photoshop is this? Are these Custom or Standard shortcuts?

Uninstall Photoshop. Change the default language in the CC desktop app and reinstall Photoshop.
