Question on what attributes can be recorded to a Photoshop Actions

I have tried many times to create an action that will take a PNG file and print it as a PDF file. There are two attributes that do not get recorded and therefore the action is worthless. I have a number of pages sent to me from a service manual as image files that I would like a faster way to change to a PDF so that I can index, search, and print.

One of the attributes is "Scale to Print Media" the other is "Print Selected Area" I am trying to print 11 X 17 (Tabloid size) in landscape and have the image fit the media. when I do this manually everything works as it should. When I record an action, these steps are ignored.

Is this something that is not allowed to be added to an action or am I missing something?
