I am trying to figure out if I can upgrade program instead of getting a new computer. What is the difference in Photoshop 13.1 and Photoshop 22.1? Thanks

The current version of Photoshop requires Windows 10 version 1809 or later, for the MAC it's Mojave 10.14 or later

Photoshop 13 – that was CS6, right? 

For that perpetual licenses were still available at that time, current Photoshop versions run under CC license.

In addition to what others have said, upgrades are no longer available. Photoshop has been subscription only since 2013.
