"Could not complete request because of a program error".

Hello, 

I have the latest update for Photoshop through creative cloud desktop and it won't open or close files even if they are new. All it says is "Could not complete your request because of a program error." 

I have seen this error is pretty chronic. Anyone from Adobe, please help.
